This piece of equipment allows 20% more damage to Headshots, Buttshots and Crotchshots. Simply put, if you are a sniper, you should use this equipment as you can do more damage with it. Unfortunately, the effects of this equipment can be nullified with the Armor Plating equipment and shields. Still, it is a great equipment if you are a skilled marksman, and the better choice for impact weapons.
